Pakistan accepted the standstill agreement. India in 1947 had suggested conducting a plebiscite to know the aspirations with the view then it would win the confidence of the people. The Pakistan attack on Kashmir in October 1947 changed all dynamics. India assured help on condition that Hari Singh should sign the Instrument of Accession.
